The College of Veterinarians of Ontario established a Professional Practice Standard that defines the components of a VCPR but does not outline how it must be established.

One veterinarian in Canada weighs in: "It's a bit confusing for everyone," says Colleen Best, DVM, PhD. "My understanding is you cannot prescribe or dispense based on a telemedicine consult, but you can provide advice. I think of it similarly to me being an equine veterinarian giving advice to a small animal owner. I can give generalities, suggestions and explain what someone else has told them, but I'm in no position to create or execute a treatment plan."
